I have no clue what's wrong, but you JUST built that? That's a horrible present day build. A crappy slow Green hard drive? A last generation Intel CPU? Overly expensive Win 7 Ultimate? A no name brand power supply? 16 GB of RAM (Way too much for a crappy machine like this)? A crappy old video card? You took your money and basically took a crap on it.
