the reason I ask this is because I am prety sure a satellite firing onboard fuel does not have to use more fuel the faster it is moving. It has the same effeciency reguardless of its speed.

where I is the inertia moment of the body (wheel) (it depends on the mass, but also on its distribution; it is not the same if it is a homogenous disk or the mass is mainly on the rim), and w is the angular velocity (rpm times 2 pi)
Thus, to accelerate from w to (w + dw), you'll need
(1/2) I (w+dw)^2 - (1/2) I w^2 = (1/2) I (2 w dw + dw^2)
(more energy is needed to accelerate the same velocity increase at higher speed).
For the case of a rocket, you'll have to look for the Tsiolkivski formula.
